ProMods requires all ETS2 DLCs except Italia currently though you should expect they will require that DLC as well with the next update or so. If you will buy the DLCs then ETS2 has more content available and you can further expand the map by adding ProMods.

Otherwise what everyone says is pretty much accurate. To me, they're just different DLC's to the same game at this point, letting me play as a world-wide transport magnate immune to jet lag.

And for anybody who starts out in ETS2 but wants to try something a little different, pick up ATS and open up a branch in the US and come drive our funny looking trucks through a different kind of countryside. I've pretty much maxed out ATS and am focusing on ETS2 now, but still switch back and forth just to mix things up. Then you'll plunk down for the DLC to keep driving, And there's a lot of it. Then you'll look at your company and think, "I should open up a branch in Europe." You'll buy ETS2 on sale and realize that even though they drive those funny looking trucks and the street signs are different colors, you've got all new roads to drive and cities to explore. Then comes the DLC like Heavy Cargo that gets you to do it all over again. If you get hooked, before long you'll realize you've been everywhere on the map, bought up all the property you can and hired all the drivers you can.
